Antonio M. Serapio Elementary School (AMSES) was inaugurated on November 14, 2014 as an extension of Gen. T. de Leon Elementary School. It was established under the joint initiatives of Mayor Rex Gatchalian, the City Council headed by Vice-Mayor Eric Martinez and P/B Eddie Nazar, Council of barangay Ugong, Mrs. Adelfa R. Lustañas, Principal of GTDES and Dr. Darino Elizaga, Principal of SLES. The lot which was part of the property of C. De Leon was acquired through political will (expropriation powers) of the City government of Valenzuela wherein the school building was presently erected. The 30-classroom school building was intended to decongest Gen. T. de Leon Elementary School and Silvestre Lazaro Elementary School.
On its first year of operation, AMSES catered to the learning needs of 1,044 transferees from kindergarten to Grade five pupils, 900 from Gen. T. De Leon Elementary School and 144 pupils from Silvestre Lazaro Elementary School. The faculty consisting of twen ty three teachers was ably supervised by Mr. Roderick de Leon as Teacher-in-Charge for school year 2014-2015.
On its 2nd year, the same Mr. Roderick de Leon, has been appointed as school Principal which signified the autonomy of AMSES as an educational institution. In proportion to the manifold increase in enrolment for SY 2015-16, there are now 57 teachers serving the 2,446 pupils denominated into 53 classes from kinder to Grade 6. In compliance to department orders, the school has recognized the existence of organizations such as the PTA, student body and other volunteer groups as necessary partners in edifying a sound educational atmosphere.
Today, there had been significant changes and improvements of school facilities. January 26, 2018 marked the inauguration and turnover of the newly constructed Multi-purpose Covered Court under the auspices of the Office of Congressman Eric Martinez of District II, Valenzuela City, and a very welcome development that truly provided the school the needed convenience. With the passionate support of parents to the City’s Parenting Camp, all rooms are now equipped with monitors for the teachers and pupils to enjoy. Other than as mentioned, such obliging needs are taken cared of through the collaboration of stakeholders. The creation of the School Governing Council, with Councilors who volunteered their time and efforts towards this end is now gaining ground to fruition.
As to curricular matters, the school administration has been taking an aggressive stance, but with caution, so as to perform well or maybe at par with that as may be expected from a medium sized educational institution. Records may bear a remarkable history on how AMSES fared in recent wide competitions.

Begun and held in Metro Manila, on Monday, the twenty-fourth day of July, two thousand seventeen.
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. There is hereby established, under the supervision of the Department of Education, an elementary school in Barangay Ugong, Valenzuela City to be known as Antonio M. Serapio Elementary School.
Section 2. The Secretary of Education shall immediately include in the Department’s program the operationalization of the Antonio M. Serapio Elementary School, the funding of which shall be included in the annual General Appropriations Act.
Section 3. The Secretary of Education shall formulate the rules and regulations implementing the provisions of this Act within one hundred twenty (120) days after its effectivity.
Section 4. This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
